Just want someone to make an Alaska State Trooper texture.. Black hood and white car.

It's not possible with the current state of the modding capabilities. Not sure why you'd want Alaska Troopers in sunny San Andreas. Doesn't make any sense.

Indeed, it is not yet possible. In the future it will probably be possible to create more advanced creations.

You can't change the color of the hood without changing the color of other parts of the car.
