The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Basically. Saw the LSPDFR on this website. Downloaded it. Put the files in. Run my game through RAGE and it said "Windows has blocked these files" Weird because it shouldn't as I have full control over the section where GTA 5 is installed. So I said unblock run the game. Then when I tried to load LSPDFR First Response.dll it said

Warning. These files have been blocked by windows which means it could contain a possible virus. As unblocking these gives it access to everything the Owner could do. 

LSPDFR 0.1d worked before and I never got this weird message. And I did download 0.1e from this website
