The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hi, any way to remove LSPDFR files easily without taking them out one at a time. I'm concerned that I might leave a file/dll in and then start online and get banned.

Open the .rar/.zip you downloaded, match the files in there with the files in your GTAV directory, delete all the matches. Nothing was overwritten i believe so you can just manualy delete the files and folders that came with LSPDFR. And next time make a backup of a clean GTAV folder, so you don't bump into these problems again.

You shouldn't be afraid of getting banned for it, since nothing get's loaded into the game unless you run RagePluginHook.exe. Might aswell leave the files there.
