The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

From what I read about current build limitations, the only way to have access to a Ped is if the Ped is aimed at by the character, or spawned in by mod. But there is one more way to interact with Ped that may be a useful. "E". In SP it's used to talk to random Ped, who then seems to 'target' you, or at least watch your movements, and often times incites a response.

So G17, thought I throw this out there. I'm not sure whether this action was looked into as another potential 'Ped Trigger' for LSPDFR. One that doesn't make handcuffed people go through the arrest process again, or make random peds run in fear.
