Well, wouldn't there be the limited gun stock, (let alone gun stores not even being unlocked yet) and the closed bridges? How does that affect LCPDFR

That won't affect LCPDFR in any way. When you activate the mod and go on duty, all the islands and bridges unlock automatically. Also you get a pre-defined selection of weapons everytime you go on duty, regardless of your story completion. You can change the weapon selection somewhere in the LCPDFR folder ini files as far as i remember, but  you could also just use native trainer and spawn in a couple of guns for yourself, if you really wanted.
