Has anyone found a vehicle texture template for the police vehicles. I know IV had one and it was in neon colors. I want to make skins but don't know the texture layout for the vehicle.

There is no template like custom models in GTA IV had. The vehicles use the same textures in multiple places on the vehicle instead of fully texture mapping the entire vehicle. This was the same in GTA IV's default models.

Yes, this is a custom model from GTA IV with a full UV map. As Will said, default GTA V and GTA IV police vehicles are not fully wrapped, and instead use specific colors and small bits of textures which are applied on certain areas, such as the roof and doors.

Also, this texture is neon colored to indicate which side of the model is shown in the UV map when it is wrapped.
