I'm not sure about everything but I found that you can navigate the LSPDFR menu and all with the D-pad. To arrest someone you aim the gun at them and press right on the D-pad. Right stick in brings up the support menu for support units. That's what I've figured out so far, I'm sure there's more though.

Most of the controls are bound to game controls. The key/button for pullover is the key/button for sprinting (Shift on keyboard or A on controller), the key/button for the backup menu is the key/button for pointing in GTA Online (B on keyboard or right stick on controller).
