So i discovered a bug during a callout. It was an grand theft auto callout i responded to. I managed to chase down the suspect while he was in a vehicle. During the pursuit i called in a backup unit (local patrol) to help out. But before the unit arrived i managed to stop the suspect and get him out of the car and on hes knees so i could arrest. While i cuffed him the backup arrived and started shooting him. I put the suspect in my patrol car, but the backup still fired shoots. I tried to drive away only to be chased by the backup unit. They shoot my car, tried to ram me of the road etc. In the end i had to kill the suspect myself to stop them.

In addition to this i find that the backup units often shoot suspects to kill them even if i have them at gunpoint and ready to arrest.

Both of this incidents have happened several times. Anyone else have the same issues or just me?

I have the same issue. I had almost the same situation, I handcuffed suspect and said to him to follow me. While I was going to my car, backup arrived and two lady's killed my first suspect that I have arrested. 

Is it intentional or I/we do something wrong?

The backup units are set to a specific state depending on various incidents. For example if you fire a shot or the ped fires a shot, or they run over another officer. These actions can often (but not always) trigger the backup units to enter the "kill" state. By the time they've caught up to you, you've already began arresting them. The AI does not yet appear to respond to this too well at this current time.
