The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Requirements

Requirements for regular users

A legal copy of Grand Theft Auto V or other supported game.
Microsoft Windows Vista or higher (XP is not supported).
Microsoft .NET Framework 4.5.1, or higher.

This RAGEPluginHook thing doesent work for me

Q1 will this not work as I have windows xp as ive tried everything and it doesent work

Q2 will you need it for LSPDFR

It will not work for Windows XP.
Yes, you will need it for LSPDFR. If you are unable to run it, you will be unable to run LSPDFR.

First thing, I would update to windows 7 and above. XP is to old.
