​That's actually the old vehicles, as it's the old Vision (actually, the Vision SL, which flashes instead of spinning). The new ones have the Vision SLR, which (while an LED lightbar) uses rotating lights. NYPD just about always uses a Vision variant; the Vision is the higher-end version of the Vector.

​When I say "new" i'm meaning 2005+. Which... was ten years ago so it's not exactly new anymore.

What they said. The NYPD doesn't really seem to change, I like it. If you went to NYC you'd probably see a bunch of Vectors and Visions. Their traffic enforcement cars, however use Federal Signal Arjents, as the LAPD use but in a red color.
