It's possible to change them to what you wish as it is, though. The relevant files are in /LCPDFR/Audio/PoliceScanner/ and are RANDOMCHAT_01.wav through RANDOMCHAT_08.wav.

 

If you don't want the random police radio chatter there, remove them; if you'd like them to be something different, replace them.
