After downloading GTA from steam, I try to launch it but absolutely nothing happens. Any ideas?

Could try to offline steam and run the game again.

top left on steam there is an option to go offline.

I just tried to play the game. rockstar servers are down for me. I get the socialclub can't connect to rockstar message though.

you don't get the social club popup or anything? I would try to verify the game cache. rightclick the game title and choose properties then local files tab.

~~That worked however there's a new problem, while i'm playing it, my whole computer will just freeze and I can't fix it~~
