I would recommend you just start with adding lcpdfr and check and see how it runs on your system.  Then you can try adding new car mods, ELS and enb's to make it look a bit better once you get an idea at how stable lcpdfr runs.  The more things you add the better computer you will need to avoid crashing every ten minutes.

There are some fun mods to add ie. spotlight, callouts and policehelper.

Tips:

Backup your gta4 folder (copy the whole folder to your desktop or a different directory so you have the original files saved)

Only add mods one at a time and test to see if your game stays stable.

To change the cars you will need OpenIV software- find it on google and there are youtube videos to show how to use it.

The game seems more stable if you keep the stock vehicle models in police and police2 spots.  Add your els models into other spots like noose or fib.
