You need to provide logs, preferably run the diagnostic tool and check your installation, then post the log it creates.

How do I open the diagnostic tool?

I know how you run dxdiag, but how do you get the logs?

You probably have a folder called "LCPD First Response." Open it and move all of the files and folders into your main GTA IV directory, where GTAIV.exe is located.

I moved all the files I had from LCPD First Response to my gta iv.. tried to start gta iv didnt work.. then I tried to remove the DSOUND.DLL out of my gta iv folder and then gta iv worked! but when I press ALT+P the mod doesnt work.. I am not sure if is because I removed dsound.dll.
any ideas?

Is it maybe I dont have DirectX?
Edit: Never mind, I think I do have the directX.

Never mind, I was installing the 1.0 lcpdfr... but still.. now I installed 1.1 lcpdfr and is still doesnt work.. I did move all the files from LCPD First Response to where my gtaiv.exe is and still doesnt work.. even if  I remove dsound.dll now it wont load anyways... please help.

Hello there -- welcome to LCPDFR.com and thanks for trying out LCPDFR!

Please do the following:

  • Make sure you aren't using a crack - We don't support cracks or people using pirated software
  • Update GTA IV to 1.0.7.0 (the latest version of the game, or 1.1.2.0 for EFLC) - These patches are needed.
  • Make sure that you run the game as an administrator.
  • Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only"
  • Ensure that ScriptHook.dll, ScriptHookDotNet.asi and Dsound.dll OR Xlive.dll are in the GTA IV ROOT folder
  • Ensure that there is a folder titled 'LCPDFR' in the ROOT GTA IV folder.
  • Check that all the above files exist, if they do not, reinstall LCPDFR with the MANUAL installation.
  • Ensure that you are using up to date versions of every LCPDFR dependency and LCPDFR itself.
  • Install these: https://www.microsoft.com/en-us/download/details.aspx?id=30653 , https://www.microsoft.com/en-us/download/details.aspx?id=30679

You haven't uninstalled the old versions of LCPDFR before installing LCPDFR 1.1 then. Read this: http://www.lcpdfr.com/tutorials/index.action/script-data-file-modification-tutorials/how-to-uninstall-lcpdfr-095-r19/ and download the manual installation of LCPDFR 1.1 from here: http://www.lcpdfr.com/files/file/4607-lcpd-first-response/
