GTA IV 0.1.0.0 not 1.7.0.0

Hello everyone i just recently installed my GTA IV and when i installed some mods the game gave me the infinite loading screen glitch. The reason why is probably because the game version is 0.1.0.0 not 1.7.0.0(the picture is my backup file but its like that on all of the files.) So if any one has help i need it !

That's not the reason because I run GTA IV perfectly and I have the same version. It is most likely a mod you installed.

And that's it but I still get the infinite loading screen glitch.

Ok so now the game works, but there is a graphics restriction and the game is in a weird aspect ratio. Any way to fix it ? 

I don't know if you have a high-end PC or a low end PC. If it's a low-end and you can barely play make a txt document named commandline and paste this in it:

After pasting that in it then put the commandline into your Grand Theft Auto IV folder.

If you have a high end pc put this in the commandline:

Ok sorry to bother again but now i have the other things fixed but now the black screen were it tells you about the game never goes away it just stays there?

​I had this problem yesterday, its the siren. Not that it's a bad siren but thats what caused mine. Replace it.
