Well for starters you might want to put more information than "my computer cant run this game", post your specs.

Depending on how much VRAM your GPU has, you should probably keep texture settings at a lower point, like normal. Even just high will start to eat up VRAM space. Turn off unnessecary things that could speed up the game, I can run everything on high, but can't max out the sliders, thats when it starts to get beefy performance.

Turn down population variety, density and detail distancing down. Anti-Aliasing is an eyecandy and not really needed unless you're really anal about it like I am :p, same with AF (anisotropic filtering)

 

If you're already on the lowest possible settings with that FPS, then refer to this thread
