Is there a way to keep the same Officer name all time and not changing names in LCPDFR 1.1?  

Run LCPDFR Diagnostic Tool in  [Your GTA IV Directory]LCPDFRLCPDFR Diagnostic Tool

Click "Configure LCPDFR"

Click "Link Account" Tab

Type your LCPDFR.com Username & Password

 

Now, ingame your name should be your username.

I would have tried myself but the server is unavailable due the upgrade so I cant link my account until its done

​And you're getting (and everyone) the server error because of the upgrade. Let it process the community's data first. Probably tomorrow it may be done.
