I was thinking Is there a Teamspeak server that is Strictly for the lcpdfr mod where Players can just use Log in and just report things. for explain report a Traffic stop location , Crimes, or even a suspect and as playing you can also look for the person that was reported by the other player. Basically just adding Roleplay among other Players that play single player mode?

No not really as this is basically what a Clan is. If you look up in the top right of the screen and mouse over "More" in the middle there is the Teamspeak3 link/settings. Other players do use this TS but I have personally never gone on it.
