So for the past several weeks I have not been able to lock out my ELS from the keys. This normally is not much of a problem as I have my ELS keys mapped to the number pad anyways. I downloaded Ticket time and now it matters. I am still running LCPDFR 1.0d and ELS V8 I have reinstalled ELS and than the files from 1.0d again, and the problem persisted.

ticket time is designed for 1.1 and this is a known issue with ticket time. you should contact finkone and let him know about the problem

Unless Finkone managed to hack and install this onto my computer weeks ago, I doubt it has anything to do with ticket time. As stated I only downloaded it yesterday, while this problem has been around for weeks. I can remove ticket time and the problem is still there as it was there before I ever had Ticket time downloaded and installed into my GTA IV scripts folder or any where on my pc

Try changing the key to something else in ELS.ini.

 

Edit: Apparently you can't actually change that key (unless I'm missing something in the .ini). If you have a trainer, make sure the keys for it are disabled.

They are and have been. The only link I can think of is perhaps because I remapped the keys to the number pad.

 

Edit: The work around that i found is to redo the ELS keys, all of them, to the number pad. allows me to use the keyboard without screwing up the ELS while in a traffic stop. And thats after reinstalling ELS and updating LCPDFR to 1.1, which caused texture loss which 1.0d did not
