You have write-protection enabled in your GTA IV folder.

Right click on the gta iv folder and deselect the write protect option.

Now you should be able to install.

Is that in the C:Program File or just in My Documents-Rockstar-GTA IV?

You will have to give me a step by step guide because it did give me the error message again and also instead of using GTAIV I am using EFLC instead please can someone help?

Make sure you are running the LCPDFR installer as an Administrator (right click, and click 'Run as Administrator'). Also make sure that your GTA IV folder is not Read-Only. To do this, go to the GTA folder (C:Program Files (x86)Rockstar Games) and right click on the Grand Theft Auto IV folder. Click Properties. At the bottom of the dialog box, make sure that none of the two options are checked.
