I've been reading too many topics here the site but when I think my problem will be solved the topic does not tell me anything, so

It's problably ELS being unstable.  Try:

  • Disable ELS on NON-ELS vehicles in slotcontrol.ini
  • Disable Cruise Lights in the vehicle configuration file
  • Disable ClearRandAIExtras
  • (If Above Works) Re-enable and reduce ClearRandAiExtras distance
  • Reduce Els_Range_Ai
  • Change ASI Loader
