Deleting PoliceHelper could work, but if you want to keep using it you can just disable all the random events. Just open vdH_PoliceHelper.ini and look for [EVENTS] and replace that section with this:

// Set it to 0 to turn off traffic events.

 

WorldEventsTimeout = 0
