Partner does not arrest ped when I issue arrest command

When I target a ped and I order my partner to arrest him with the tab menu in 1.0d, nothing happens. However I can order him to hold him at gunpoint and he will.

 

I think it doesn't work if you've told the suspect to stop, pressing E. He/she has to be walking normally.
