LCPDFR crashes on startup

Upon startup of the game, LCPDFR tries to start but fails, and says "Error Loading Script LCPDFR_loader.loader 1.0d". I did some digging on the forums and found another post that was solved by running the diagnostic tool. I treid that but before it gets to doing anything useful, it stops working. I treid running it as admin and it still didn't work. I am running windows 7 and downloaded LCPDFR yesterday (I'm not totally new, I had it a while ago but GTAIV broke and recently fixed it). Attached should be the log files. I can provide other info if requested. Thank you in advance for any help or wisdom you can give me. Also, while downloading, Avast! thought that one of the files contained a virus and I had to turn off certain firewalls to download the automatic installer and run it.

I'd be able to help you better if the diagnostic tool worked (which it should - it was significantly updated for 1.0d). I believe you need to install this, though: http://www.microsoft.com/en-us/download/details.aspx?id=30653
