So I've seen a couple of videos on YouTube (I will post links of them when i can find them again) where people could drive an emergency vehicle with the Non-ELS lights on with the siren not sounding. I thought they replaced the audio files with silent sounding files, but then they played a siren.

 

I was wondering what the mod is called if anyone knows.

The mod is LCPDFR; you use the / key to toggle between the light modes (in which the siren is muted), and * to unmute the siren.

I knew the lights one, but the unmute siren option looks/sounds awesome!
