What enb can i use with good fps.

I doubt you could run GTA IV at high settings, let alone with an ENB.

I think you could run high or almost high, with no ENB, with 25-30 fps which is tolerable in my opinion. 

 

If GTA IV was a first person shooter then you'd want higher than 25 fps, but in GTA IV it's hard to notice lower fps, at least for me.
