I almost certain that the answer to this question is no but...

Is there anyway to tone down the "Enthusiasm" of my fellow officers, all too often while slowing for a red light during a pursuit i find myself getting rear ended, of when relinquishing the lead to a local unit or marked unit, i get hammered by him or other officers, and i won't go into there driving haha.... any answer appreciated, although my hopes aren't high..

There is a mod available that stops the AI from overtaking you and I also think it stops cars from ramming you. Not sure if it applies to Police cars though.

That only stops car's directly behind you when you are stationary.

Its useless in a pursuit.
