ok thanks, on eflc tbogt it has police3 and 4, what about those

Those don't spawn often either, So you can at least try to mod them, But at the first sight of texture popping and invisible streets, I would take them out and replace them with the original ones, Also, Police 3 and 4 are in TBOGT directory, Just as a heads up :turned:
