Hi! Have you tried running it as administrator from the files? To do this, open the Grand Theft Auto IV file. Now you should see a file called GTAIV. Open that. Now if you scroll down a bit you should see LaunchGTAIV.exe. Right click on it and select run as administrator. If that does not work reinstall your GTAIV and LCPD:FR! Thanks! Hope this helped.

In Game: Hit SHIFT + TAB, The Mod will then open up a list of all in game key commands avalible to you, JAM.

Just a short clip. One of the reasons I love this game is it still surprises me from time to time.
Maybe I go around with my eyes closed or something but I have never noticed the guy in the clip before.
One reason I prob' notice him now is LCPDFR causes you to change the way you play. Quite often now I will cruise at 15 MPH on the look out for crime and because I am driving slower I notice more.

Anyway just wondered how common is this guy.

-Open SparkIV and click "browse"
-Scroll down to "pc" and then click audio > Sfx
-Scroll down to "resident.rpf" and open it
-Click "RESIDENT"
-Scroll to "HORNS.ivaud" right click it and replace it with the one you have now
-Done!

You must download SparkIV to edit your vehicles.img file. You can refer to the video in this thread:

Do you have spark IV and know how to use it? Or are you just wanting to know the file path?
Well, I can help you with both, But Ill help you with the end part.
EFLC is kinda weird with the directory locations, You have the Core game files in spark iv first, Then, TBOGT, And TLAD.
Since your modding the FBI, You want to scroll down past a long list of text (htmls) Until you can see cdimages, open that up, Look around, Are all the regular GTA IV vehicles there? If your not sure, In the filter type fbi, And see if it pops up, if it does, your in the right one, If you mod this, it will mod it for both TLAD and TBOGT, If you want to acsess the Other vehicles from tbogt, you will have to navigate to those directorys.
