Errr....I Don't model my self, nor do I know the program whats so ever, the only simmaler program I have dealt with is Cinema 4d, Other than that, This might help you?:

As far as I know, I don't mod as well, but my buddy's do, and they use a program that is called Autodesk Inventor. It is a little complex to use, but its a great program and should be free. Photoshop costs some $$, but it is great for editing and for making designs such as styles or skins.

The zmodeler free version is useless if you want to actually put cars in game because you can't export them. Any kind of vehicle modding, your gonna need to eventually have a full version of Zmodeler 2. Peds and maps, your gonna need 3d Studio Max.
