So I thought I might bring up an issue I had to see if anyone else was having it.

When I arrest someone and call for a prisoner transport, sometimes it takes a bit to get there. So while I'm waiting, someone else starts shooting at me so I arrest him too. When the menu comes on what to do, I can't choose anything. The menu stays on the screen, i choose prisoner transport, and the menu stays there and nobody comes. I can't choose to bring them to the station or leave them their either.

If you need me to clarify, please ask.

You can press F10 to call for additional prisoner transport units? Or was it F11.

The game has trouble dealing with two prisoners at once. If you know you are going to have 2 prisoners, just press F11 to leave the first person you arrest and then f9 or f10 to arrest the second. Alternatively you could wait for transport to arrive and take the first prisoner out of view and then you will be able to deal with the second as per normal.

Or if you want a more exciting answer:

Go for a lethal takedown on that second suspect and when you are getting questioned by internal affairs tell them you were forced to due to 'resource deficiencies' :yes:
