can someone tell me if it's possible to give normal police officers a m4 and a baton and make them to use it?

    Not unless it's scripted by the devs or if you spawn them as a bodygaurd with SNT and make them use it. But there are some patrol officers on foot near subways and police buildings that have m4s on them.
