    Hahahahha, first time I heard that.

    You download ELS, and then put it into your GTAIV Directory. The 2 files of .asi and the ELS itself should go to your GTAIV Directory.

    After that, set the Active bar to Active='1' for the car lights you want to enable. Example: If you modded the FBI car and want to use it, go down and find the FBI slot and change Active='1' where 1 is enabling the lights. J & K to activate lights in game and Alt+M for ELS Menu In-Game.
