I currently have a GTX 660 ti but I am wondering if an EVGA GTX 970 Super clocked would be  bottlenecked by my FX-8350.

No, it shouldn't. Even if it did, there would most likely be a little or no noticeable difference considering how powerful the GTX 970 is.

I just realized that I got it the wrong way around. I meant would my FX 8350 bottleneck my GPU?

Haha, I was replying the other way around because I read it backward, if that makes an sense. But no, your FX-8350 will not bottleneck a GTX 970. I have an 8350 OC'd to 4.8Ghz and I love it.
