Go into the TrafficLoad.ini file, the first lines should look like;

 

CustomDensity=1 //0 is false 1 is true
PedDensityMultiplier=200 //100 is default, 50 is half, 200 is double, etc. Value has no effect when CustomDensity is 0
CarDensityMultiplier=150 //100 is default, 50 is half, 200 is double, etc. Value has no effect when CustomDensity is 0
CarsPerCycle=16
 
That's my ini.  Make sure to set "custom density=1" or the script will not recognize the multipliers you set.
 
Everything else is fairly self-explanatory (PedDensityMultiplier=200 - means you have 200% of normal ped density).
