ive done all the steps before i could post this, my gta game wont get past the "launch social club" screen it shows it it loading for like 3 seconds and then nothing happens it will not start, this is the 5th time i have re installed my game and yes i have the latest patch and lcpdfr 0.95 RC2 installed

ive ran the G17 mod helper thing. and it says everything is good

i dont know what else to do im really fed up with this

does anybody have this same problem and if so do you know how to fix it?

Run the diagnostics tool. And you can't have the latest patch otherwise the social club would not show.

ok i have another question

the program files(x86) i uninstalled gta iv and when i go to click delete the rockstar games folder it says i have it open in another location, but i have no other windows open they are all closed

so how do i delete it then?

I have the RGSC Login on my GTA IV with Patch 7.

It's the plain email and password login screen.

Try going through your firewall and turning it off for a couple minutes, then try RGSC and try again.

You can also try clicking Play (Offline), it doesn't really make a difference.

Edit: Also try running it as Administrator.
