i dont even get to that screen i get to the one before that one

ok i have another question the program files(x86) i uninstalled gta iv and when i go to click delete the rockstar games folder it says i have it open in another location, but i have no other windows open they are all closed so how do i delete it then?

ive done all the steps before i could post this, my gta game wont get past the "launch social club" screen it shows it it loading for like 3 seconds and then nothing happens it will not start, this is the 5th time i have re installed my game and yes i have the latest patch and lcpdfr 0.95 RC2 installed ive ran the G17 mod helper thing. and it says everything is good i dont know what else to do im really fed up with this does anybody have this same problem and if so do you know how to fix it?
