I'd believe so. Just check if the credits or author match. Still don't see why you'd want ELS. Non ELS is amazing.

Eh, non-ELS is amazing especially with the vanilla textures mega pack by Abraxas. Then I found CJ24s LCPD pack which changed my mind

Both the ELS and non-ELS BearCat Models feature the same texture mapping. So the livery will work on both.
