hey guys i need advice in this issue relating to callouts 

 

when i get a few callouts like mugging or drug deal when i enter the yellow crime area there is no response like initially the suspect used to have a red blip over his head but now there is no response he is just frozen there any inputs

i get the call i accept it by pressing by y i get the gps waypoint i follow it to the yellow circle of crime scene i see the suspects there but it does no trigger the callout it stays as a circle and the people or suspects are frozen inside the circle doing nothing
