so I was wondering if it's possible to overwrite some of the police officers heads with another skin of my choosing?

Changing the textures of the skin, yes it's like changing the skin of a car. Switching heads and meshes is a totally different thing. I think you need 3ds max for that.

It's a different thing but you don't need 3ds Max.

Why replace them if the default ones are perfect? :p Really depends on what you want.

looking for more of a HD model

I can't recommend any, as I do not use any, but I wouldn't recommend putting too many "HD" textures in your game. GTA IV can only take so much before it crashes.
