You put the disc in the drawer and install it? I'm not aware of any widespread conflicts between the the game and Windows 8/8.1

I have it on steam not Disk

It's the same principle. Install & forget. You can try a game data verification check, or re-install it completely.

previously i had installed GTA 4 multiple times but it would never boor up after i sign into Win live

You might be missing your commandline I was missing my commandline create a new text file and name it commandline.txt then in there put this:

-norestriction
-nomemrestrict
-availablevidmem 6.0
-percentvidmem
-noprecache
-novsync
-novblank
-viewdistance 0
-renderquality 0
-detailquality
-frameLimit 0
-texturequality 0

***And then once thats done put it in your gta iv folder****

And for the availablevidmem 6.0 start by 2.0 and then go up if this does'nt work reply and I will help you out.
