I just got my desktop yesterday brand new. I Installed GTA IV on steam right away and when i try to launch it, It gets the seclaunch 2000 error. I LOOKED up how to fix it and did everything they say and still nothing. 

I have a non-steam copy of GTA4 so I am not 100% sure I can help very much. Have you tried to verify the integrity of the game cache? That might detect an issue with the installation and fix it.

It would be more helpful if you said what solutions you have already tried.

i did the verifty game cache and all that. i also did the uninstall c++ 2005 and re installed it like many of the suggestions on google suggested...

Have you got Microsoft .NET Framework 3.5 installed? Its Different to C++.

 

If not that could be causing the issue.

i tired. i downloaded it and when i click it to launch it, it wont show up. ran as administrator and everything

Apologies for the slow reply, I got caught up in life stuff.

 

I forgot to ask if you are running windows 8/8.1

If you are then you will have to install it in a slightly different way.

 

1). First go to Control Panel.

2). Click on Programs and Features

3). On the panel on the left click on 'Turn Windows features on or off'

4). Right at the top of the list click on the checkbox beside .NET framework 3.5

 

That should be it. Windows will do a couple of things and once it's done you can restart your PC.

windows 8.1 but i got it to work but i would have to launch it from the folder. steam will still give me the error

Sorry dude but I don't know what else to suggest other then contacting R* or Steam support. All I know are basic fixes and those were it.
