Well just let me know what you're trying to do exactly (mod a vehicle/audio) and I'll gladly see if I can walk you through the steps. Once you figure it out, I promise it's very easy.

I'm trying to figure out els, and modding the police cars. For example I figured out how to replace the pilice car with the chevy impalla. but the light bar is super weird 

For modding police cars and ELS related mods you need Zmodeler and not Spark IV. Spark IV/ OPEN IV can only be used to replace default cars with modified cars and changing textures.
