I just downloaded GTA 4 on steam with my windows 8.1 laptop and it wont start . It takes for ever to load on the theme song and then I just restart my computer and never get to play. Can someone help me diagnose the problem ?

More directly can your laptop actually run the game? Many desktop computers struggle to run it, and a laptop usually isn't very powerful.

Doesn't look like it no. Not for gaming.

My old PC could barely run GTA4, and it was a little better then that. I can suggest looking up some tricks to improve performance on low end PC's but I can't guarantee that it will start regardless. Go look on google for  'GTA4 performance boost' or something. I once ran into a page out there with instructions to make the game run nicely even on PC's worse then yours at the cost of looking like Lego, but I've lost track of it.

Yeah, it doesn't seem like this will work no. 

Wait.. he may has low FPS ingame, but try to run the game with a commandline.txt file.
I attached some commandlines that should help, just choose one of them and paste it in Your main GTA4 folder.
