Would I be able to play gta iv with these mods on my computer?

I just bought a basic desktop and was wondering if I could run these mods with gta iv on it.

Specs:

Windows 8.1 64 bit

Intel J1900 Processor

1TB Hard drive

4GB DDR3

No, "Intel HD Graphics" means that your processor has built-in graphics processing, eliminating your need for a graphics card. It does not mean that it's "built", and typically built-in graphics hinder your processor, and under-perform in comparison to graphics cards.

You need a new Graphics Card and CPU to play GTA IV with mods. These upgrades probably will mean that you need a new motherboard as well. RAM is of low priority but you might want to upgrade to 8GB. This might also require upgrading your power supply. At this rate, you might as well build yourself a new computer.
