Hello, my friend is wanting to play GTA IV on a PC that runs Windows 8.1, but is having problems starting the game. Upon starting the game, the RGSC window appears, then he clicks play/play offline. He then receives an error message saying 'SecuLauncher: failed to start application. [2000]'. It is similar to the one in this picture here:

 

Error message: 

 

 

I need some help in trying to fix this error. If you have some sort of solution please let me know.
