When you play LCPDFR on multiplayer, your mods don't 'talk' to eachother. So when you get a callout, it's only you, no one else. You can't do callouts in multiplayer with other people because they can't see yours and you can't see theres. People play multiplayer (Usually clans) to do regular patrol. Or they stage an incident. LCPDFR is mainly for single player use, mainly because the majority of the people who use the mod, use it on singleplayer GTA.

If you wan't to play with your friends you all need to have the same car mods and same scripts or else you will get constant crashing.

Hope that cleared some stuff up.
