I'v been playing LCPDFR for 2 years now and the more I play it the more I wanna give back to others on this site. I have never done any kind of mod building but I have looked on youtube and seen others do it and it looks like something I might enjoy doing. I know it takes a lot of practice and time but I figure why not give it a try if it's something I may like doing. 

 

I'm not really sure how to go about picking  a mod car tool and any other software I may need to mod cars. So my question would be 1) Is there a car building mod that someone recommend me  using? and 2) Are there any other tools I may need to mod cars or make textures as well? Thanks!

You need open iv to make models!

Try and make some models using just spark IV! LOL Then you will know why!

You cant export all files with Spark IV, you cant Set mipmaps in Spark IV, and lots of other things.
