You should add 

so police says 

"Get back to your car and leave area" 

Because sometimes when i have big traffic jam i cant solve it 

but when police says that 

everybody goes back to their cars and continues their trip

so other AI can continue with clear road

You do have that option in 1.0.

 

aim at someone hold down E and you'll have the option to tell them to go back to their vehicle.

It's Simple Native Trainer it's a mod/Trainer which can let you spawn cars, guns, change your appearance/model, time, weather etc.
