What are the best settings and/or texture mods for gta 4 when you have high poly police cars and a 4gb graphics and alot of ram but it still loose textures?

What are the best settings and/or texture mods for gta 4 when you have high poly police cars and a 4gb graphics and alot of ram but it still loose textures?

 

Try a command line, 

 

-novblank -norestrictions -percentvidmem 100 -novsync -frameLimit 0 -nomemrestrict 

I tried that still i have problems when trying to spawn certain police cars at the station
